I have had a pacemaker almost a year and about four months ago I went into A fib. Doctors primed me for and shocked my heart back in rhythm and it stayed only four days. They elevated my heart beat to 80 beats per minute and put me on rhythm medicine and I have started gaining weight from inactivity.
I have started riding my exercise bike for short stints and my heart beat never goes above 80 but my blood pressure goes high like200/130. My blood pressure is controlled and normally never goes above 120/ 80. If I am out of rhythm, should my pulse raise above 80 before my blood pressure gets that high?

BP

As for your BP it can go very high even with a slow beat. It has to do more with the condition of your arteries and the volume of blood your heart puts out on each beat. It sounds like they have your pacer set to a fixed rate of 80bpm. This is unusual with modern pacers that can track your activity and change rates accordingly
Meds can also have a major effect on BP.
This is one of those things where contacting the doctor for a checkup would be a good idea. Be sure you get answers when you see him. Don't put up with a 5 minute in and out appt.
