There are lab coats that are 30% Steel fiber available for EMF shielding that handle 97% of RF. I am not aware of testing that shows the effects on low frequency from welding but might be worth a look.

A vest cannot protect you against electromagnetic fields (EMF). Magnetic fields just do not respect non magnetic conductive materials, such as copper, silver etc. At least at the frequencies that electric arc welders use. At radio frequencies, magnetic fields are reflected from conductive materials, but not at low frequencies.
You call it small that is a relative term - the amperage is what counts & you want to stay away from welders that get up into the hundred Amp range. You should hear from some of our welders, who have no problems w/ "Small" welders. They solve their EMF problems by keeping the cables as far from the body/ PM/ICD as possible & keeping the hand piece as far from the device as possible - at least a foot, which appears to be no problem.
Now you can surely find padded clothing that protects your device from physical danger. A pad for the shoulder for shooting jackets like Shotgunners use would do the trick - they make them for both shoulders.
