I'm 67, pretty fit and a keen golfer. Three months after a pacemaker implant I had to have a second procedure to reposition a lead. I guess I'm back to square one in terms of recovery and it is driving me nuts. How long must I wait before safely returning to golf? Six weeks? Three months?

Yes, I guess you are back to square one unfortunately.
I think you will know when you are ready to do a full swing.In my case I played my first full round, using a full swing at 8 weeks but felt slightly cautious doing it.
I did go out onto the course from about 6 weeks but was holding back and played with a half-swing which was OK but not really golf.
You can of course practice putting and chipping almost from Day 1 . I made a groove in my living-room carpet and broke a few house ornaments during the golf practice recovery period ;-)
Once scar-tissue is formed around the leads it takes more than a golf swing to shift them, also there is enough slack built in at the top end to allow the full range of movement needed for a golf drive. So 3 months from now you will playing absolutely normally and will forget that you have a PM .
