Infected leads- 6yr old

I am new here, so not that knowledgeable around the site.
Our daughter has pacemaker since 3months. Now she's 6 and all of the sudden developed this scar tissue bulging on the middle of her chest, where leads are under.
Doctors didn'tknow what was it, suggested to remove it surgically. Surgery was done a month ago, but the tissue growth came back.
Now they are saying that there's is a bug on leads and that's why it's like that.
Her blood looks good, no infection and doctors say sometimesbugs can't be seen or tested, so they suggest to remove leads and pacemaker and put new in after antibiotic course.
No tests were done before this surgery and month ago. We're trying to figure out what is it and see if people have dealt with it.
We have done surgery that was not supposed to happen, cause no tests were done, which most likely would show something.
Any advice, any information helps.
I am making notes, to ask doctors.

They should have conducted tests before performing surgery and/or during where they tested the tissue growth to identify it. I would strongly suggest you get a second opinion from a different Cardiologist or Electrophysiologist.
Keloid scar

It might be a keloid scar. I developed an irrititated red scar several months after surgery. It was a keloidscar, not an infection. After more than a year, the scar is finally improving. I would sure get a second opinion as Cabbage Patch recommended.

@artist thanks for response. We've had few doctors mentioning it as a keloid scar, but our urgeon is 100% sure it is not. He says keloid is like muscle and this is soft like jelly. They performed biopsy test few days ago, but they didn't touch the wound itself, only at the bottom of it, so I am not sure we will get answers. They placed picc line and ordered 2 antibiotics to threat it as infection, but most likely it's not. Doctors say it's a mystery. And it is scary to hear. Her scar was perfect for 6 years and then this developed, so it's not like it was right after surgery. Would you happen to have pictures of your irritated scar and how it improved over a year?
