pacemaker edema

My husband developed edema three weeks following pacemaker surgery.  He was perscribed a diuretic by his PCP.  At the six week checkup for the pacemaker, the edema was still obvious, even after being treated for three weeks.  The cardiac PA made light of the situation and said to stay the course of the medication he was on, even though he only had one week left on the perscription.  Three days later, my husband passed away from venticular tachycardia.  I am looking for anyone who may have experienced a similar situation with the edema and what the treatment protocol was.  thank you for your response.
