Interference

I live in AZ where as you may know they are doing a lot of testing of autonomous cars (self driving). I can't help but notice pretty much anywhere I go here one of those driverless cars shows up. Do you think my CRT-D might be emitting a signal that's attracting them?

Honestly, I don't know if driverless cars would sense and be attracted by your CRT-D. Dogs in the mood to mate, however, are known to do something very similar.

I think you probably don't need to worry about the cars--unless they start circling and trying to sniff your butt.

Sadly its not you.  We have a plethera of them here in PA as well. They tend to stick to an area, it takes many trips for them to map new roads, etc.  So you probably live or hang out near where they spend their time.  Or the mapped areas where they travel most.

They primarily rely on laser radar.  So light not electrical nor magnetic fields.  So we are not special to their sensors.

If you want to get their attention jump out in front of one, but in light of recent events (in AZ) that is not wise, so use a beach ball instead.
