since will be something that is temporary. Just purchase a strapeless bra. Once this is healed you can go back to regular straps. no pads needed.

I hope your wife is feeling ok. I personally detested going without a bra, so understand if she is concerned about this. I recently had a need for some not directly related but similar pads and got these: https://www.amazon.com/dp/B07P3M4T8K?psc=1&ref=ppx_yo2ov_dt_b_product_details
I'm not saying I'd recommend it for your application but it's an example of what's out there. I found cotton stretchy bras with thin widely spaced "spaghetti" straps to be comfortable, given the placement of my device

I simply wore the bra strap on my affected side under my arm and wore loose, none-translucent tops. Yeah, I was a little uneven, but otherwise the pain was intolerable.
After about 2 months, the swelling went down enough that I could tolerate the strap worn near the top of my shoulder.

I took a couple older bras, cut the strap where it attaches to the cup and moved it over an inch or so, hand sewed it to the cup closer to the armpit. It kept the strap off the pacemaker while things healed.
