I just got a pace maker three weeks ago the recovery is going slow and not as well as the Dr. said . Im still in alot of pain at the site and the shoulder/ arm . There is no infection. Is this normal??

Ibuprofen works very well for me to relieve muscle and joint pain. It is easy on the digestive track (take it with food) and I just take three 200mg tablets in the morning and it is very effective in reducing routine inflammation and pain. Try it for a few days and see if it helps. Combine that with the gentle stretching, etc and you could see rapid improvement.

We all vary in how long it takes to heal but you should be feeling at least somewhat better by now. I would call and ask to be seen. Pain down the arm can be a clot so get that ruled out.
Are you moving your arm? Don't lift anything heavy and don't raise it higher than shoulder level, but other than that it's important to move it normally so your shoulder doesn't freeze up.
Ice might help it feel better.
